Developing on legacy smartphone models with ARM

I'd like to develop an AI application with a paradigm other than ML on a legacy smartphone model, a Lumia 950XL, with dated requirements, but with ARM on board.
I'd like to use only web technologies to allow the widest possible availability of the final code, both ARM and non-ARM.
Would my project make sense in this competition?

  I’d love to see something like this! We may not have the device you intend to run the code on handy, but if you include enough information with the source code and maybe a video demo I would be very interested in what kind of AI workload you can get working on a Lumia 950XL.

  Remember though, that the requirements is the AI (whatever form it is) will need to run on device. Not calling on a web server and just a client interface on device.
